What the clock restricts

Buy a flat from HDB, or a resale flat with a grant, and a clock starts the day you collect your keys. Until it runs out you cannot sell on the open market, cannot rent out the entire flat, and cannot buy private residential property anywhere in the world. For most flats the clock runs 5 years. Prime and Plus flats, the heavily subsidised central ones, run 10.

The point is simple: public housing is for living in, not flipping. The MOP is the mechanism that enforces it.

Watch any estate that was a construction site six years ago and you will see the pattern: a wave of listings the month blocks cross their MOP, transacting at prices the surrounding older blocks do not reach. Youngest lease, newest finishes, first resale cycle. Buyers pay for that.

After the clock

Once past MOP, three doors open at once: sell on the open market, rent out the whole flat with HDB’s approval, or buy private property. Which door makes sense depends on numbers you can check rather than guess. Your block’s transaction history tells you what selling looks like. The condo data tells you what upgrading costs. What is MOP for HDB flats?
The Minimum Occupation Period is the time you must physically live in your flat before you can sell it on the open market, rent out the whole flat, or buy private residential property. For most flats it is 5 years from key collection.
Is MOP always 5 years?
No. Flats bought under the Prime and Plus models carry a 10-year MOP, part of the trade-off for their subsidised central locations. Check your specific flat’s terms on the HDB portal if in doubt.
When exactly does my MOP start and end?
It starts on the date you collect your keys, not the date you booked or paid. Time spent not living in the flat, such as renting the whole unit out with approval, does not count. HDB’s My Flat dashboard shows your exact MOP status.
Can I buy a condo before my MOP ends?
No. Acquiring private residential property, locally or overseas, during the MOP is not allowed. After MOP you can buy private property and keep the flat, subject to the rules at the time.
Should I sell right after MOP?
Freshly-MOP flats are the youngest resale stock in their estate and often transact at a premium, especially in newer towns. Whether that premium beats holding on depends on your block. Look at what recently-MOP blocks nearby actually fetched before deciding.
